Google Play privacy policy requirements beyond Data safety

Google Play requires a privacy policy in Play Console and in the app, even when the app does not collect sensitive data.

Google Play privacy policy requirements are broader than the Data safety form. The store field and the in-app policy need to explain how user data is accessed, collected, used, and shared.

What Google requires

  • A privacy policy link in the designated Play Console field.
  • A privacy policy link or text inside the app itself.
  • Developer information or a privacy contact mechanism.
  • Data types, sharing parties, security handling, retention, and deletion policy.

Important details

Google says apps that do not access personal and sensitive user data must still submit a privacy policy. The URL should be active, publicly accessible, non-geofenced, non-editable, and not a PDF.

Store listing consistency

The developer or company named in the Google Play store listing should appear in the privacy policy, or the app itself should be named in the policy.

Source notes

Google's User Data policy documents the privacy policy field, in-app policy requirement, required contents, and public URL rules.
